Meet the Team
Directors
Mark Mulberry
Mark qualified as a Chartered Certified Accountant in 2001, going on to become a Chartered Tax Advisor in 2004, and was admitted to the Fellowship of the Association of Chartered Certified Accountants in 2006.
Mark is highly experienced in accounts, internal audit and taxation.
Andy Beams
Following a 20 year career in financial services, Andy has worked in the sector since 2010 and has vast experience working as a clerk and RFO for a range of councils in the southeast of England.
Andy is an internal auditor, provides specialist consultancy support services to councils and mentors new clerks.
Anna Beams
Anna has worked in the town and parish council sector since 2012, working closely with county officers in Sussex and Surrey and developing and administering a comprehensive training programme.
Anna is CiLCA, FILCA and PIALC qualified, is an internal auditor and is the first point of contact for queries.
Internal Audit Team
Tracey Euesden
With a 30 year career spanning finance and local government, Tracey has a great understanding of financial systems and public administration.
Since joining Mulberry LAS as an internal auditor in April 2024, Tracey has found that her refined analytical and compliance skills have positively affected her supplemental role as part time clerk and RFO.
Pippa Sherriff
Pippa is deputy town clerk at Haslemere Town Council, Surrey, having started her career in local government there in 2017.
Prior to that, Pippa worked in private legal practice.
When not working she loves walking and spending time on her allotment.
Jackie Scarff
Jackie has over 13 year experience working as clerk & RFO and is CiLCA and PIALC qualified. Prior to that she worked for a large global company and ran her own business.
In her spare time Jackie enjoys spending time outdoors keeping fit and active as well as sailing when the weather allows.
Louise Shaw
Louise has worked in the sector since 2016 and is both CiLCA and Level 4 Community Governance trained. She has worked as a Clerk and RFO to a range of councils in Suffolk, Hampshire and West Sussex and is Clerk and RFO to a local council in West Sussex.
In her spare time, Louise is a children’s author.
Jenny Hoodless
Jenny has been a Clerk & RFO for 9 years and is CILCA qualified. Prior to that she spent around 30 years working in the Travel Industry and believe it or not, Jenny didn’t get to visit all the countries around the world so her hobby is spending as much time as possible going on holiday!
Daily hobbies are walking her dog and reading.
Debbie Siddle
Debbie has over 13 years’ experience in local government as both a Clerk and RFO, and is CiLCA and PIALC qualified. Previously Debbie worked in finance related roles in the private and pubic sectors.
In her free time Debbie enjoys spending time with family and friends as well as running, yoga and reading.
Liz Dowie
Liz has 15 years’ experience in local government, having worked as Clerk, RFO and Finance Officer for councils in Wiltshire and Gloucestershire. Prior to that she worked in the financial services sector. She is CiLCA and PIALC qualified, and has been carrying out internal audits of local councils since 2019.
In her spare time she enjoys walking, spending time with family and attending live music events.
Emma Fulham
Emma has gained extensive experience in local government both in governance and finance since 2010 when she moved from a property and legal based career in London and has enjoyed trouble shooting and locum work at various councils.
CiLCA and PIALC qualified, Emma is also a fellow of the Society of Local Council Clerks.
She is now a resident in Cornwall and loving every minute!
Peter Holden
Peter has over 40 years’ experience in banking and financial services, with a career spanning management, risk and controls, and people development. He brings extensive experience of working in a highly regulated environment.
Peter joined Mulberry LAS as an internal auditor in 2026.
In his spare time, he enjoys golf, walking and spending time with his family.
